USDOT

  • ITS Joint Program Office V2X deployment hub: the National V2X Deployment Plan (August 2024) and its December 2024 supplement, the V2X Accelerator, interoperability testing, and the deployer resource guide with procurement language for SCMS and standards. its.dot.gov/research-areas/V2X-Deployment
  • ITS Standards program: standards fact sheets, training and the deployment resources for NTCIP, SAE and IEEE standards. standards.its.dot.gov
  • Operational Data Environment (jpo-ode) and companions on GitHub: the reference pipeline for ingesting, decoding and distributing J2735 messages; the asn1_codec whose generated code this portal is built from; the conflict monitor for SPaT and MAP consistency; the CV manager for RSU fleet management with Kapsch, Commsignia and Yunex firmware drivers. github.com/usdot-jpo-ode
  • FHWA V2X-Hub: the open-source roadside integration platform with plugins for SPaT, MAP, TIM, RSM, SDSM and NTCIP 1218 pushes to RSUs, written against Yunex units. github.com/usdot-fhwa-OPS/V2X-Hub
  • FHWA Saxton Transportation Operations Laboratory tools: a J2735 decoder and ROS drivers. github.com/usdot-fhwa-stol
  • USDOT CV Tools (webappopen.connectedvcs.com): the MAP/RGA Creator (v2.5.0, October 2026), the TIM Creator and a message validator maintained for the ITS JPO. They draw MAP geometry on imagery very well; this portal complements them with full packet unwrapping, SPaT, RSM and SDSM, readable summaries and RSU push.
  • ITS DataHub for pilot datasets (Wyoming, Tampa, New York City) in decoded JSON. data.transportation.gov

Standards bodies

State and regional programs with public material

  • Colorado DOT: a statewide C-V2X RSU fleet of Commsignia and Yunex units on I-70 and the Front Range, managed over NTCIP 1218 with SNMPv3; ITS Roads monitors this fleet's RSUs, security subsystem and network.
  • Texas DOT: special specification SS 6177 for C-V2X roadside units. Utah DOT: early statewide SPaT and transit priority deployment, an FCC C-V2X waiver recipient and a V2X Accelerator site. udot.utah.gov
  • Georgia DOT: large metro Atlanta signal deployment and lead state of the V2X pooled fund study (2025 to 2029). pooledfund.org
  • Virginia DOT and the Virginia Tech Transportation Institute: the Virginia Connected Corridors on I-66 and I-495, and an FCC waiver licensee (WQCU200). vtti.vt.edu
  • Florida DOT: the Dev681 RSU specification, 2026 lessons-learned and best-practices documents and an SCMS page; SunTrax test facility, host of the May 2025 OmniAir plugfest and USDOT interoperability test; CV deployment guidelines and an SCMS onboarding program with TrafficAuth. fdot.gov
  • Maricopa County DOT (Arizona): SMARTDrive program in Anthem and a V2X Accelerator site. Texas A&M Transportation Institute: V2X Accelerator site and the RELLIS test campus.
  • Michigan: Mcity (University of Michigan) and the American Center for Mobility, both OmniAir plugfest hosts; Michigan DOT's connected corridor work. mcity.umich.edu
  • Maryland: the Maryland Transportation Authority and the Maryland CAV Working Group, hosts of the June 2026 OmniAir plugfest at Johns Hopkins.
  • New York City, Tampa (THEA) and Wyoming: the three USDOT Connected Vehicle Pilot sites; their lessons-learned reports, including RSU Lessons Learned and Best Practices (FHWA-JPO-20-804), remain the most practical reading on SCMS, backhaul and field maintenance.
  • California: Caltrans and UC Berkeley PATH connected-corridor research and an SCMS onboarding program.

Sample data and test vectors

  • USDOT asn1_codec test data (BSM, TIM, IEEE 1609.2 wrapped samples) and the FHWA STOL j2735decoder sample payloads, both on GitHub.
  • CDOT-CV and jpo-conflictmonitor repositories carry SPaT and MAP hex fixtures used in their tests.
  • This portal's templates and packet samples, all generated and validated against J2735_202409.
