Version 2026-10-12. Effective October 12, 2026. See also the Privacy Notice and the Disclaimer.
Research and training service. The CV2X workbench exists for research, education, testing and pilot planning. It is not a production message server, and nothing it produces may be broadcast on a public road without your own agency's engineering review. ITS Roads may change, suspend or discontinue the service at any time.
1. The agreement
These Terms of Use (the "Terms") are an agreement between you and ITS Roads, LLC, a Virginia limited liability company ("ITS Roads", "we", "us"), and govern your use of the website at cv2x.itsroads.com, its tools, API, guides, templates, sample data and any account you hold there (together, the "Service"). By using the Service, or by checking the agreement box when you create an account, you accept these Terms and the Privacy Notice. If you use the Service on behalf of an agency, company or university, you confirm that you have the authority to bind that organization, and "you" includes it. If you do not agree, do not use the Service.
2. Purpose of the Service
The Service is a free workbench for people who work with SAE J2735 connected-vehicle messages: it decodes and creates messages, draws MAP and TIM geometry, shows live and simulated data, explains the standards, and rehearses NTCIP 1218 message pushes. It is offered for research, education, testing and pilot planning. It is a beta-quality, best-effort service that we operate as a courtesy to the transportation community, with no service level, uptime commitment or support obligation.
3. Eligibility and account approval
- You must be at least 18 years old to use the Service.
- Reading and the basic tools are open without an account. Registering roadside units, creating live feeds and pushing messages require an account that ITS Roads has approved.
- Accounts are approved, declined, limited, suspended or terminated at ITS Roads' sole discretion, with or without a stated reason. A pending account has the same limits as an anonymous visitor until it is approved.
- You must give accurate registration information, keep your password confidential, and tell us promptly at info@itsroads.com if you believe your account has been used without permission. You are responsible for everything done through your account.
- Sign-up, sign-in and write operations may be limited to the United States and its territories. ITS Roads may apply country, address and rate limits to protect the Service.
4. Acceptable use
You agree that you will not, and will not allow anyone else to:
- deploy any message, file, configuration or other output of the Service to a public road, a safety-critical system or any live traffic environment without your agency's (or the engineer of record's) own engineering review, validation against the published standards and the equipment vendor's conformance process;
- use the Service to interfere with, test or attack roadside units, controllers, networks or systems that you are not authorized to operate, or push messages to equipment you do not own or control;
- attempt to access, read, change or delete another account's RSUs, feeds, projects, recordings, credentials or any other data, or probe the Service for weaknesses;
- scrape, crawl, bulk-download or mirror the Service, the guides or the API beyond the published limits, or resell access to it;
- upload unlawful, infringing, defamatory or malicious content, personal data you are not entitled to share, or packets captured in violation of law or of a third party's rights;
- misrepresent your identity or affiliation, create accounts by automated means, or evade a suspension, a rate limit or a country restriction;
- use the Service in any way that violates applicable law, including export control and sanctions law.
5. Your content and data
- Packets, messages, projects, RSU records, feeds, recordings and other material you submit ("Your Content") remain yours. You grant ITS Roads a non-exclusive, worldwide, royalty-free license to store, process, transmit, display and back up Your Content as needed to run, secure, support and improve the Service, and to keep it for the retention periods in the Privacy Notice.
- You confirm that you have the rights needed to submit Your Content and to grant this license, and that it does not contain data you are not allowed to share.
- ITS Roads may use anonymized, aggregated information about how the Service is used (for example, how many MAP messages were built in a month) for any purpose, provided it does not identify you or your organization.
- You can delete your RSUs, feeds, projects and recordings from the pages where you created them. You can ask us to delete your account by email, as described in the Privacy Notice. Backups may keep deleted material for a limited time.
- Feeds you mark as public, and RSU pins you choose to show on the public map, are visible to everyone.
6. Our intellectual property and third-party standards
- The Service, including its software, design, guides, templates and sample data, is owned by ITS Roads or its licensors and is protected by copyright and other laws. We grant you a limited, revocable, non-exclusive, non-transferable right to use the Service under these Terms. Messages you create with the tools are yours to use.
- SAE J2735, SAE J2945, SAE J3224, IEEE 1609 and NTCIP 1218 are the property of SAE International, IEEE and the NTCIP joint committee (AASHTO, ITE and NEMA) respectively. The Service does not redistribute those standards or their ASN.1 modules. Our explanations are original. You are responsible for obtaining your own licensed copies of any standard you rely on.
- ITS Roads is not affiliated with, sponsored by or endorsed by SAE International, IEEE, AASHTO, ITE, NEMA, the United States Department of Transportation, the Federal Communications Commission or any government agency. Nothing in the Service is a government endorsement or an official interpretation of any standard or rule.
- Credit and reuse. The tools, simulations, maps and guides are free to use, including in presentations, reports, proposals and classes, on one condition: credit ITS Roads. Use the line "ITS Roads, cv2x.itsroads.com" (and a link where the medium allows) next to any screenshot, recording, chart or excerpt. The drawings carry an ITS Roads watermark; do not remove or crop it out. Do not present the Service or its output as your own product, and do not resell access to it.
- Custom graphics and demos. If you want scenario graphics in your agency's or company's branding, an animated demo built around your corridor, or a recorded walkthrough for a conference or industry event, ITS Roads produces those as paid work. Contact us with the event and the story you want to tell.
7. Disclaimer of warranties
THE SERVICE AND EVERYTHING PRODUCED BY IT ARE PROVIDED "AS IS" AND "AS AVAILABLE", WITH ALL FAULTS AND WITHOUT WARRANTY OF ANY KIND. TO THE MAXIMUM EXTENT PERMITTED BY LAW, ITS ROADS DISCLAIMS ALL WARRANTIES, EXPRESS, IMPLIED OR STATUTORY, INCLUDING ANY WARRANTY OF ACCURACY, COMPLETENESS, RELIABILITY, MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, TITLE, NON-INFRINGEMENT, QUIET ENJOYMENT, AND ANY WARRANTY ARISING FROM COURSE OF DEALING OR USAGE OF TRADE. ITS ROADS DOES NOT WARRANT THAT THE SERVICE WILL BE UNINTERRUPTED, SECURE OR ERROR-FREE, THAT DEFECTS WILL BE CORRECTED, OR THAT ANY MESSAGE, DECODE, MAP, TIMING, POSITION OR OTHER OUTPUT IS CORRECT, CONFORMANT OR SAFE TO USE. YOU USE THE SERVICE AND ITS OUTPUT AT YOUR OWN RISK. Some jurisdictions do not allow the exclusion of certain warranties, so some of the above may not apply to you.
8. Limitation of liability
TO THE MAXIMUM EXTENT PERMITTED BY LAW, ITS ROADS AND ITS MEMBERS, MANAGERS, EMPLOYEES, CONTRACTORS AND AGENTS WILL NOT BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, EXEMPLARY OR PUNITIVE DAMAGES, OR FOR ANY LOSS OF DATA, PROFITS, REVENUE, GOODWILL OR USE, OR FOR THE COST OF SUBSTITUTE SERVICES, ARISING OUT OF OR RELATED TO THE SERVICE OR THESE TERMS, HOWEVER CAUSED AND UNDER ANY THEORY OF LIABILITY, EVEN IF ADVISED OF THE POSSIBILITY OF SUCH DAMAGES. THIS INCLUDES ANY HARM THAT RESULTS FROM DEPLOYING OR BROADCASTING OUTPUT OF THE SERVICE. ITS ROADS' TOTAL AGGREGATE LIABILITY FOR ALL CLAIMS ARISING OUT OF OR RELATED TO THE SERVICE OR THESE TERMS WILL NOT EXCEED THE GREATER OF ONE HUNDRED UNITED STATES DOLLARS (USD 100) OR THE AMOUNT YOU PAID ITS ROADS FOR THE SERVICE IN THE TWELVE MONTHS BEFORE THE CLAIM. These limits apply even if a remedy fails of its essential purpose. Some jurisdictions do not allow certain limitations, so some of the above may not apply to you.
9. Indemnification
You agree to defend, indemnify and hold harmless ITS Roads and its members, managers, employees, contractors and agents from and against any claim, demand, loss, liability, damage, cost or expense (including reasonable attorneys' fees) arising out of or related to: Your Content; your use of the Service or of anything produced by it, including any deployment to equipment, networks or roads; your violation of these Terms or of any law; or your violation of any third party's rights. ITS Roads may take over the defense of any matter for which you must indemnify us, and you agree to cooperate.
10. Changes to the Service and to these Terms
- ITS Roads may change, limit, suspend or discontinue the Service, any feature, any limit or any account at any time, with or without notice, and will not be liable to you for doing so. We may also remove content that we believe violates these Terms or exposes us to risk.
- ITS Roads may change these Terms by posting a revised version at this address with a new version date. Changes take effect when posted unless the revision says otherwise. Continued use of the Service after a change means you accept the revised Terms. If you do not agree, stop using the Service and ask us to close your account.
11. Suspension and termination
ITS Roads may suspend or terminate your access or your account at any time and for any reason, including suspected abuse, a security risk, inactivity, a legal request or a change to the Service. You may stop using the Service at any time and may ask us to delete your account. Sections 5 through 9 and 12 through 14 survive any termination.
12. Export control and government use
You agree to comply with United States export control and sanctions laws and regulations in connection with your use of the Service, and you confirm that you are not located in, under the control of, or a national or resident of any country or on any list to which the United States prohibits the provision of services. The Service is a commercial item developed at private expense; any use by a government agency is subject to these Terms.
13. Governing law and venue
These Terms are governed by the laws of the Commonwealth of Virginia, without regard to its conflict-of-law rules. Any dispute arising out of or related to the Service or these Terms will be brought exclusively in the state or federal courts located in Fairfax County, Virginia, and you consent to personal jurisdiction and venue there. Either party may seek injunctive relief in any court of competent jurisdiction to protect its intellectual property or confidential information.
14. General
- Entire agreement. These Terms, the Privacy Notice and the Disclaimer are the entire agreement between you and ITS Roads about the Service and replace any earlier understanding. A separate written agreement with ITS Roads for managed services controls over these Terms to the extent they conflict.
- Severability. If any provision is held unenforceable, it will be enforced to the maximum extent permitted and the rest of the Terms will remain in effect.
- No waiver. Our failure to enforce a provision is not a waiver of it.
- Assignment. You may not assign these Terms without our written consent. ITS Roads may assign them in connection with a merger, sale or reorganization.
- Notices. We may notify you by email to the address on your account or by posting on the Service.
- Feedback. Suggestions you send through the feedback form or by email may be used by ITS Roads without obligation to you.
- Independent parties. Nothing here creates a partnership, agency, joint venture or employment relationship.
