What certification covers
OmniAir Consortium runs the third-party certification program that US procurements reference. For a C-V2X roadside unit the current test scope (OmniAir LTE-V2X scope release table, 4Q2025) includes 3GPP radio conformance, the SAE J3161 protocol, IEEE 1609.2 security, SCMS certificate acquisition under both the CAMP interface and IEEE 1609.2.1, IEEE 1609.3 networking, the CTI 4001 RSU functional tests, hardware environmental tests, SAE J2735 MAP, SPaT and TIM transmission conformance, and NTCIP 1218 SNMP command tests. Since September 2026 the SAE J3287 misbehavior detection and reporting test is mandatory for every certified OBU and RSU. OmniAir has announced version 2.0 of the C-V2X OBU and RSU programs for late 2026 and is developing V2X tolling (SAE J3217) and network V2X programs.
Out of scope: FCC equipment authorization, EMC, FIPS validation, durability and cellular Uu conformance. Those come from the FCC grant, the vendor and your own acceptance tests.
Certified C-V2X roadside units (as of October 2026)
From the OmniAir certified products registry: iT telecom LTE-V2X RSU-Q1, Cohda Wireless MK6 RSU, Yunex Traffic RSU2X, Commsignia C-ITS-RS4-M, Kapsch TrafficCom RIS-9360, Ettifos THEUS RSU, LG Electronics LG-UX50S-RSU, Iteris BlueTOAD Spectra CV RSU and DENSO MobiQ RSU. Certified OBUs include iT telecom ASD-A2 and ASD-Q1, Ettifos V2X-AIR and THEUS, and Cohda MK6. Authorized test laboratories are DEKRA (Malaga, Spain; Sterling, Virginia for 6C tolling), TTA (Korea), TUV Rheinland (Taiwan) and KATECH (Korea, DSRC).
Qualified test equipment worth knowing when you write a test plan: Keysight SA8700A, Spirent TTsuite-WAVE-LTEV, Saesol Tech S2X Tester, Iteris V2X Connect (over-the-air capture with J2735 2024 decoding) and Wayties OQTE.
Plugfests
OmniAir plugfests are week-long multi-vendor events where devices, SCMS providers, signal controllers and test tools are exercised together. Recent ones: Mcity, Ann Arbor (May 2024, first multi-vendor SCMS interoperability under a test CTL); San Diego, hosted by Qualcomm (October 2024); SunTrax, Florida (May 2025, with USDOT's interoperability testing for deploying agencies); American Center for Mobility, Michigan (October 2025, with SCMS Manager, first J3287 misbehavior tests); and the Maryland Plugfest at Johns Hopkins, Baltimore (June 1 to 5, 2026), which included NTCIP 1218 conformance stations and the first end-to-end misbehavior detection, SCMS report and CRL distribution demonstration. USDOT and ITE interoperability programs
- USDOT ITS JPO V2X Interoperability Testing (its.dot.gov): the first test, in Wyoming in October 2024, exercised TIM interoperability across CDOT, WYDOT, GDOT, UDOT and THEA equipment; the second ran with the Florida plugfest in May 2025. The V2X Accelerator awards (Maricopa County, Texas A&M Transportation Institute, Utah DOT) require intra-site and then inter-site interoperability demonstrations.
- ITE Connected Intersections (CTI 4501): the implementation guide sets the SPaT rate (10 per second), SPaT latency (300 ms end to end, 200 ms controller to RSU), MAP rate (1 per second), timing accuracy (10 ms of UTC) and MAP node accuracy (0.2 m), and includes test cases and a traceability matrix. Phase two drafts published in January and February 2026 split the guidance into CTI 4501/1 SPaT, 4501/2 MAP, 4501/3 security and 4501/4 testing and validation. How we use this
When an agency asks ITS Roads to verify an intersection or accept a vendor's RSUs, we test against the same documents: capture SPaT, MAP and TIM over the air and through the RSU forwarding path, decode them with this portal's codec, check the CTI 4501 performance numbers, confirm NTCIP 1218 objects respond as the standard says, and confirm the security subsystem holds valid certificates. The decoder and creator on this site are the same tools we use on the bench.
